    Kelvin Dalrymple is the Founder and CEO of The Ratings Advisory Clinic (TRAC), a London-based sovereign credit ratings advisory firm dedicated to helping countries strengthen their creditworthiness and unlock fairer access to global capital.

    With over 25 years of experience across central banking, government, international financial institutions, development economics, and credit ratings, Kelvin brings a uniquely integrated perspective to sovereign advisory work, one rooted in both technical expertise and a deep understanding of how governments actually function.

    Kelvin began his career as an economist at the Central Bank of Barbados, later serving as Director of Research and Planning and Economic Advisor to the Prime Minister. During this period, as part of a reform-driven team led by the Prime Minister, Barbados gained investment-grade status. These experiences shaped Kelvin’s ability to work directly with heads of government, ministers, senior officials, and technocrats, earning him a reputation as a trusted, pragmatic advisor who understands the pressures, constraints, and realities of policymaking.

    His commitment to supporting small states and emerging markets continued at the regional level when he became Chief Economist at the Caribbean Development Bank (CDB), overseeing a diverse portfolio of 18 borrowing member countries and supporting economic and development policy across the region.

    Kelvin later expanded his global footprint in Washington, DC, serving as Alternate Executive Director at the World Bank and Senior Advisor to the Executive Director at the IMF, representing Canada, Ireland, and the Caribbean. In these roles, he provided strategic guidance on technical, diplomatic, and administrative matters while championing the unique challenges faced by small and vulnerable economies.

    Driven by a long-standing interest in credit ratings, Kelvin then joined Moody’s Investors Service in London as a Vice President – Senior Credit Officer, where he led analysis for sovereigns and multilateral development banks across Sub-Saharan Africa. He authored influential research on global macroeconomic and credit trends and helped spearhead Moody’s emerging-markets outreach strategy, deepening engagement with investors and with governments around the world.

    Having worked inside governments, inside multilateral institutions, and inside a major credit rating agency, Kelvin developed a rare 360-degree view of sovereign creditworthiness. He also saw a clear gap as he observed that many countries lacked the insight, preparation, and strategic communication needed to navigate rating agency processes effectively.

    TRAC was founded to fill this gap.

    Kelvin established TRAC to provide tailored, hands-on support that helps governments strengthen governance, refine policy processes, communicate reforms more effectively, and ultimately enhance their sovereign credit profiles. His passion is helping countries achieve their potential, not just by avoiding unnecessary ratings risk, but by building stronger systems that create lasting resilience.

    Today, Kelvin leads a multidisciplinary team at TRAC that works alongside governments to demystify the ratings process, build stronger economic and governance systems, and position sovereigns to achieve fair, credible, and sustainable ratings outcomes.
